Queen Elizabeth II Signs Historic Charter

LONDON, UK Britain's Queen Elizabeth II makes history as she signs a charter setting out the commonwealth's values and commitment to equal rights.

Monday night the queen arrived at Marlborough House in Central London at the Home of the Commonwealth.

Before signing the document, she had a few things she wanted to say to her guests.

"The charter I will sign today on behalf of you all represents a significant milestone as the Commonwealth continues its journey of development and renewal," Queen Elizabeth II said. "We now have for the first time a single document that captures the core values and aspirations of the Commonwealth and all its members."

For the first time one document has been agreed by the 54 member states which enshrines a comprehensive range of principles and values, from gender equality to rule of law.

The charter states: "we are implacably opposed to all forms of discrimination, whether rooted in gender, race, color, creed, political belief or other grounds."
