Panhandling Ban Limits Salvation Army Bell Ringing in Colorado Springs

COLORADO SPRINGS, Colo.(AP)- The Salvation Army is considering cutbacks after a panhandling ban in downtown Colorado Springs limited their bell-ringing campaign.

The city says the kettle drive is considered solicitation. The ban is limited to the downtown area.

Maj. John Bennett of the Salvation Army tells KOAA-TV donations are down this year because so much money has already been given in the wake of disasters like the Waldo Canyon fire in Colorado Springs.

The Salvation Army is making it easier for people to donate outside the downtown area by putting smart phone codes on their posters, allowing people to scan their donations.

No one likes beggars, but to deny the Red Cross bell ringers is just wrong. They use the money to help the community. Where is the compassion these days?

Salvation Army Bell Ringers are still welcome on private property in Downtown Colorado Springs. The Wyndham Mining Exchange Hotel at Pikes Peak and Nevada, has already stepped forward to invite Bell Ringers to accept donations in front of the hotel. There is a major solicitation problem in Downtown Colorado Springs that jeopardizes the holiday shopping season. Downtown leaders, merchants, and business people asked for this ordinance. In order for this necessary measure to survive legal challenges, it must apply equally to any type of solicitation being requested. The City and the Salvation Army have a longstanding and mutually beneficial partnership that will continue.
