Explosives Storage Ordinance Could Allow Tactical K9 Training

DELTA, Colo. - Greg Turner runs a full investigation and canine security company out of Delta.

"We feature law enforcement canines, private security canines for personal protection, narcotics, explosions, search and rescue..." explained Turner, chief of operations of Leadville Tactical K9.

The city's recent zoning change to allow the storage of explosives within city limits also changes the outlook of his business.

"To be able to train in city limits, we have to be able to store explosives," Turner said.

By sending dogs out of the state to be trained, Turner estimates he loses around $200,000 a year in profits, which means the city's loses out on about $30,000 a year in tax revenue.

"What city council is really interested in, is working with business owners; they don't want to be restrictive to the point where they're putting people out of business," said Glen Black, Delta's community development director.

Ordinance 19 adds and regulates the storage of explosives and other non-fuel hazardous materials as a conditional use in the B-3 and I zones of the city.

That means that not just anyone can do it; residents must first apply through the city, notify their neighbors and hold a public hearing.

"All the criteria for safe storage has to be met," Black explained.

The city is using safety guidelines from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, as well as a laundry list of other conditions Turner and others must meet.

If he does, Turner believes that having an explosive dog available will be a huge asset to surrounding communities.

"For a potential terrorist attack, a potential threat to a school, a potential threat to a community, narcotics, explosives, fire; it's a whole big market that we can bring here to Delta County and the Western Slope area," added Turner.

The ordinance will take effect in February. Turner hopes to have his business fully operational by late summer.

This whole segment on the news was very misleading. This business is no more legit than the man in the moon.The more I check for info on it the less I find. Evidently anyone can call themselves a investigator and start a business--but to back it up? There is no history on this gentleman and his "business" How about leaving this to the experienced and trained LE people we have here in Delta county??

Why would you need to train explosive dogs within city limits? Why would you need to send dogs' out of state? That is just marketing hype. What REAL experience do you have with ED K-9's? I saw no indications or control with that dog at all. Would you want your business guarded by inexperienced personnel and dogs?

The ATF would have more jurisdiction to impose whether he can have "explosives" than the "City". This individual probably has no experience with explosives or K-9's for that matter, after reading his 3rd grade level spelling remarks. caveat empor.

yes i change ownership too have a female ownership it look better applying for government contracts and like i said before it not all me, like law enforcement or companies all over the us it takes more then one person who runs and works with in the company so before attack a company or person get your facts straight the point is the company i work for and run is lic s in delta and registered with the state plus i do have cert. and training in my filed and my staff has cert. and training in the filed of what we do. so if ATF approves us and if the city approves then we must be exp and trained and lics to do what we do. thanks for you concerns. you are welcome to come and talk with me my office is open.

Your LLC formed in 2011--not even with your name on it..why not?? Good standing means that you have paid your $10 fee for the year.There is still NOTHING that backs up your claims to be what you say you are. Again...I'll emplore the City of Delta to make sure who they allow to store and use and train for explosives....and I hope you are not on the list.

well i do have business lic in the city of delta plus good standings with state of colorado plus my training and info if want to know more come to office and meet me and seat down ask me ? in person plus like i said it not all me it takes a staff of train people to run a growing company i do have other people that handles other parts of training and services we do. i am COO and i handle the business of the company i never said i do all the work with the field we are in is very private are client is private and so be fore you blast any one name or company you need to get your facts right before we can have explosives we need to meet the ATF check frist so if they are willing to give us a ok then and the city gives us a ok the we must have the exp and the training to do what we. all company are built on more then one person i just frount the money and sign the contracts and other services and training i do and the rest is my staff is the key to a great company

Again I'll say....no history on Mr Turner and his venture...be very careful who you deal with and do some checking--I did, and not really too impressed with what I found--but what I didn't find speaks volumes. It's very easy to dupe people into believing it's so...but a few business cards and a Chamber membership does not make a legit business....

i am a trainer and i am full company and i have a staff of k9 trainers with in my company plus we are moving into this field with the demand of my clients and the comments of others are freely expressed. if this person says he is a officer or works with k9s in the area why have not expresses the need for explosives or type of training i am not asking for new clients in the city of delta or area my client come from all over the us and other countries i live and work here in delta and if needing to apply for lics or permits to expand my company Then it what i will do.

This guy is not a ligitimate k9 trainer. I handle a police K9 in Delta County and I am aware of his business venture. I would not wish any bad luck for Mr. Turner but I am forcasting a failure when it comes to being a competative K9 trainer. This in turn will be another empty building in the City of Delta.

Interesting-- but not too much background on Mr Turner. A google search of his name brings up no prior history other than what is in your article. No law enforcement affiliation. The search also has a burb on his being employed by the Humane Society however their website says he is a volunteer..I think that before I hired a person to teach with explosives I would do a complete background check on their education and experience with such products.. what do you say City of Delta?

Bill, well really no dumber than chasing out small business such as medical pot shops. Delta is famous for doing everything it can to self destruct and I do believe it's working. Why just last week they tried to ban just about all agriculture in the County with Ordnance 01-2013 an anti marijuana proposal that went so far it would have banned fertilizer and farming equipment, anything that could be used or suspected for use in marijuana cultivation. The stupidity was astounding, but thanks to some local business owners and marijuana activists the Ordnance was shelved for more research. It will be open for discussions on Feb 4th at the BoCC meeting.

We need to make sure that all explosives are stored near city hall and near the city council members homes. This has to be the dumbest thing this city council has ever done.
