Bill Would Make Insanity Plea Difficult to Prove

DENVER(AP)- A Colorado proposal being discussed Wednesday would make it tougher for defendants to be found not guilty by reason of insanity.

Colorado's current standard requires prosecutors to prove defendants are sane, but most states put burden on the accused.

The bill up for debate in a House committee Wednesday, would require defense lawyers to prove a defendant is insane by clear and convincing evidence.

The proposal is gaining attention after the mass shooting at an Aurora movie theater last summer.

Insanity is easy to determine. All one needs to do is look for a "D" after a persons name.
